Glossary of Terms

Term Definitions and Examples
Baseline A cross time or multi-year measure of data, which serves as a basis for defining change. The time period can be days, weeks, months, quarters, or years.
Disaggregation Data that shows the disparity between specific populations based on several factors including: race, ethnicity, income, age, sexual orientation, and geographic location.
Focus Area In the County Strategic Plan, a group of Results.
Goal In the County Strategic Plan, a Result.
Indicator A measure that quantifies the achievement of the result (a percent, ratio, or rate) based on the population named in the result.
Key Step Key steps begin with a verb, and define a sub-action necessary to complete an objective.
Performance Measure A measure of how a program, agency, or system is working. There are three types of performance measures:
  • How much did we do?
  • How well did we do it?
  • Is anyone better off?
Program A program is an objective, or group of objectives, that comprise a common agency, strategy, solution, or service system.
Program Population The recipients of a program, agency, or system’s services or products.
Result Quality of life condition for a whole population of individuals, children, or families in a place or for a place itself.
Story Behind the Data The “story” behind the data is actually many stories. It is the set of factors that contribute to changes from the baseline measure.
Strategy The overarching approach that has the power to reach the indicator targets. Strategies are the means, method, or the 'how'.
Whole Population The entire population within a geographic boundary.
